Everything gets stored in the cloud control plane, I think those might just be cached data.
I think some files might be in use while scouts are active, and I think you should use maintenance mode to stop them from running (or disable scouts)

i went nuclear and renamed the folder and re-ran the installer. But I seemed to have wiped my API key. I opened a ticket to get it.

You mean the Hive key? Hm. Maintenance mode is probably the safest way to do it
