Base image is that a "Golden image"
It’s just trying to connect to [tenant.sip.controlup.com/api/hello](http://tenant.sip.controlup.com/api/hello). Using standard dot net web request. Which is unable to verify the certificate trust chain.
Is your web filter doing SSL inspection? If so, is the root certificate that replaces the SSL certificate trusted by the machine running the installer?
You should be able to reproduce this by opening the url (replace tenant with your actual tenant name) above in a browser
