To my knowledge you can deploy a monitor using powershell with that parameter. for example if the monitor resides in Azure or AWS.

When you deploy a monitor on a cloud VM (possible since v9.0), the public DNS name is the address on which the monitor exposes port 443 (in order for agents to connect outbound)
